History In November 1941, the United States War Department established Pine Bluff Arsenal (PBA) as a manufacturing center for magnesium and thermite munitions. Following the original construction phase, which cost $60 million and created 21,000 jobs, the Arsenal produced its first incendiary grenade on 31 July 1942. During World War II and in the years following, PBA and its manufacturing capabilities continued to expand. The expansion included facilities to manufacture, fill and store various types of chemical-filled weapons. Arsenal-produced conventional munitions were used in World War II, the Korean War, Vietnam and Desert Storm. The Arsenal manufactured certain war gases during World War II and remains as a storage site for our nation's chemical retaliatory stockpile, but never produced a lethal nerve agent. In the 1980's, PBA produced one chemical component for the new binary munitions program. However, PBA is currently preparing to destroy all the chemical retaliatory stockpile stored at PBA. Today, PBA, which is valued in excess of $1.0 billion, supports the training mission of the peacetime military services, both active and reserves, and supports the local community by providing over 1,400 jobs and infusing over $50 million annually into the local community. As an Army Industrial Operations Command Installion, PBA continues to meet these primary military needs: the manufacture of chemical munitions including conventional smoke, riot control, incapacitating, incendiary and pyrotechnic mixes and munitions; the production, testing, and maintenance of chemical protective equipment; the application of engineering and technical designs to the various aspects of use and maintenance of the chemical equipment; chemical treaty compliance and verification; and planning for demilitarization of the chemical agents and munitions stored at PBA. During Desert Storm the Arsenal deployed both military and civilian personnel and provided equipment, munitions and material in support of the war effort.
