The Main Section of Walter Reed Army Medical Center(WRAMC) is located in an
attractive Washington residential area between Rock Creek Park and Georgia Avenue
near the Maryland-D.C. boundary. All patient care activities, as
well as most WRAMC administrative services, are located on main post. Today
WRAMC, fully accredited by the Joint Commission on Accreditation of Healthcare
Organizations, continues to service the military community from in and around
Washington, DC and around the world. The hospital stands 125' tall
and there are 5,500 hospital rooms, covering some 28 acres of floor space, with
a support staff of about 600 staff physicians, 535 military and civilian registered
nurses, and, about another 600 licensed professional nurses and other para-professionals
in our department of nursing.
Architecturally designed for optimal patient care and comfort, the building
offers accommodations for 650 patients, however, since 1993 our average number
of in-patients has dropped from about 700 to around 250-300 as we follow the
model of care in civilian medicine which emphasizes more pre-admission tests,
exams and processing... more same-day surgery... and more ambulatory diagnostic
care. We've also combined some categories of care with the National
Naval Medical Center in Bethesda, MD. For example they now treat
all obstetrics patients while we treat gynecologic, oncology patients, neurology
and psychiatry in-patients.
WRAMC's campus also hosts 17 "tenant" organizations which have buildings or
offices located within the complex or annex locations. The largest of those
tenants is the Walter Reed Army Institute of Research, which shares Walter Reed's
name, but it actually belongs to the U.S. Army Medical Research and Materiel
Command. Also located on the campus is the internationally-known Armed Forces
Institute of Pathology. It was founded in 1862 as the U.S. Army Medical
Museum to study illnesses during the Civil War. Today this tri-service
organization employs more than 800 people, including 250 pathologists, to help
diagnose unusual or difficult cases. They also teach pathology to
hundreds of military and civilian physicians each year. The
Walter Reed Army Medical Center's Annex, located three miles north of the Center's
Main Section in nearby Montgomery County, MD is the home of WRAMC's shopping
complex, featuring a P.X., commissary, clothing sales store, bowling alley,
hobby shop, restaurant and several specialty shops.
THE NATIONAL CAPITAL REGION IS A HIGH COST OF LIVING AREA, PARTICULARLY FOR
CHILD CARE AND HOUSING. THERE IS MINIMAL GOVERNMENT HOUSING AVAILABLE
AND ENLISTED FAMILIES ARE FORCED TO LIVE OFF POST; SOLDIERS ARE INFORMED OF
THE SET-A-SIDE HOUSING PROGRAM THE WRAMC HOUSING OFFICE AT (202) 782-3117/19.
New soldiers and DOD civilians assigned to WRAMC must attend a 2 mandatory day
Newcomer's Orientation. SPOUSES are encouraged and welcome to attend
the first day of the Newcomer's Orientation which includes a bus tour of the
installation and its Forest Glen annex. If child care is needed, contact the
Army Community Service offices at (202) 782-3412 for assistance.
MAJOR COMMAND: United States Army Medical Command (USAMEDCOM) / North Atlantic
Regional Medical Command (NARMC). Walter Reed is the hub of the 21-state North
Atlantic Regional Medical Command (NARMC), which covers the north-eastern United
States from Maine to North Carolina and as far west as Minnesota. NARMC
is responsible for about 25 percent of MEDCOM's patient load in the United States.
The regional headquarters provides leadership, planning, and support for approximately
50 Army hospitals and clinics which furnish day-to-day health care in the area,
including two medical centers and four Army community hospitals.
In addition, NARMC coordinates medical readiness with 350 reserve-component
units in the region. It also provides health care services in support
of reserve-component training at 10 to 12 sites in the region, depending on
the troop population in any given year.
The NARMC commander serves as the Walter Reed Army Medical Center installation
commander and is a member of the executive board of Region 1 of the Department
of Defense's managed-health-care initiative, TRICARE. He also represents
Walter Reed at the National Capital Area Military Medical Consortium, which
is a partnership between the National Naval Medical Center in Bethesda and Malcolm
Grow Air Force Medical Center at Andrews Air Force Base. The consortium's
purpose is to serve the more than 250,000 beneficiaries in the area better while
it becomes more efficient by sharing people and other resources.
MISSION: Our mission at Walter Reed is to provide advanced and sub-speciality
health care and services to soldiers, their families, and a large community
of military retirees. We also give extensive support to members of
the other military services; to certain civilians, such as members of congress,
presidents, and vice presidents; to the Public Health Service; and to foreign
dignitaries designated by the State Department. When you add up all
the people who receive treatment here and those who are eligible to be referred
here, we serve a potential patient population of more than eight million. In
carrying out our mission, we stress three areas of medicine:
* Patient care, to maintain the Army's fighting strength * Medical
education and training, which contributes to the Army medical department of
tomorrow * Medical research for our soldiers and patients,
to strengthen the armed forces of the future
Vision of the NARMC: The NARMC, embracing change to create a regional
health care systesm for the future, ...DOING WHATEVER IT TAKES!...
* Serving Soldiers and families, past and present * Meeting
the needs of the Army's First-to-fight units and Poser Projection Platforms
(FTs. Drum, Bragg, Eustis, Monmounth/Dix), its cadets (West Point and Ft. Knox),
and its trainees (FTs Eustis, Lee, Meade/Aberdeen, Knox). * Supporting
the Total Army (Active and Reserve) in deployments around the world * Harnessing
the academic excellence of Walter Reed Army Medical Center, Womack Army Medical
Center, and DeWitt Army Community Hospital
Walter Reed Army Medical Center(WRAMC)/North Atlantic Regional Medical Command
(NARMC), Headquarters, located in building 1,rm A108, telephone (202) 782-1104/05
provides leadership, planning, and support-particularly in the area of medical
readiness - for approximately 40 Army health-care facilities in this area. The
NARMC is responsible for about 25 percent of the Army's patient load in the
United States.
In addition to monitoring medical readiness throughout the region, the NARMC
develops and sustains clinical health care and leadership skills; provides a
continuous program of quality improvement; and is responsible for health care
delivery under the Department of Defense TRICARE system.
For several years, the Department of Defense has been testing alternative approaches
to delivering health-care. The goal is to provide high-quality care and improved
patient access to that care while controlling costs.
To reach that goal DoD has established a joint-services program called TRICARE,
dividing all of its Army, Navy, and Air Force medical treatment facilities into
12 new geographic regions. Each region has a new administrative organization,
the "Lead Agent," which runs the program while it coordinates and monitors the
delivery of health care in its area. A staff from the region's military
medical facilities makes up the Lead Agent Office. Effective Spring
1999, the TRICARE Management Agency and Sierra Military Health Care Services
have eliminated one of the most contentious logjams in the REGION 1 TRICARE
contract by removing the 100% pre-authorization requirement for specialty referrals.
In TRICARE Region 1, DoD has established a unique administration, with the commanders
of Walter Reed Army Medical Center, the National Naval Medical Center, and Malcolm
Grow Air Force Medical Center forming an Executive Board to act jointly as the
Lead Agent. The staff offices are housed in bldg 1 at WRAMC. The
Lead Agent overseas medical care in 11 northeastern states and the District
of Columbia.

History: By Congressional legislation, construction of the Walter
Reed General Hospital was authorized and on May 1, 1909, the first patients
were admitted. The medical center named in honor of Major Walter
Reed (his work against typhoid, and especially against yellow fever immortalized
him)was founded on the principles which would integrate patient care, teaching
and research. In eight decades, the hospital has grown to a vast
medical complex.
